Buy a shampoo from a line which offers a product for fine hair or one that promises volume.
Also, don't use conditioners, use the heat-protective conditioner (that you spray on your hair before styling.)
Cream conditioners just weigh down your hair...which isn't good for fine hair!
try dove.....it has a weightless conditioners..
